Our Mission
The Evangelical Voice for Godly Administration, (EVGA) is a new service to the Body of Christ. We examine and certify churches and ministries based on overall doctrinal and administrative practice, to reassure attendees, leaders and staff that their ministry is Biblical and compliant equally before God and Man: Prv 24:16.
We are based on similar organizations that certify churches and/ministries in areas of finances, children’s programs and staffing.
Our Standards
- Fulfilling the mission of the church: practicing Evangelism & Edification
- Managing well organizationally and legally compliant at state and federal level
- Demonstrating financial and resource integrity*
- Ministering safely to everyone, especially children and young people*
- Treating paid staff and/or volunteers with respect and honor*
*Ministries that are certified by similar organizations in these areas, may have already completed the standard/'s
Apply
Following a successful application, we agree on the terms of engagement. We gather initial information and documentation, hold some meetings with the leadership, then we provide an open forum/questionnaire for anyone to make submissions. We ensure submissions are credible and hold interviews if needed.
Based on our testing, there are three possible outcomes:
- Certified fully: renewable annually
- Certification in process: timeline agreed for some areas that need addressing
- Not certified and/or not certifiable: due to standards being unattainable in a reasonable time frame. (Reapply after a period of time)
Cost
Pricing depends on the size of the congregation, staff and number of outreaches but an indicator is approx $1,100 average certification cost and $750 annual renewal.

About
Pastor Aedan T. O’Connell EVGA Founder & Owner, is a Seminary graduate of MBC&S, holding two Bachelor's degrees in Pastoring and administration respectively. He was ordained in 1997 by GGWO Baltimore. He spent seven years pastoring a ministry in his native Dublin, Ireland which included a weekly radio broadcast. He returned to the US and spent fifteen years as part of the administration staff at GGWO in Baltimore, which included financial controller, personnel officer, security Director and Bible College Director. He has recently been self employed for five years in the bike business. He is currently speaking online to the church in Dublin, visiting there periodically .
He is commencing a new church in Washington DC called Grace Church DC. He has fulfilled invitations to speak and minister in India, Nepal and Poland. He and his family currently reside in Baltimore, Maryland.
**The EVGA is under the auspices of Grace Church DC, a sole member LLC in the State of MD.
